This depends on whether or not the user is accessing Brain in Hand through third-party funding.
Some users pay for Brain in Hand themselves, in which case they don’t need to be referred.
But the majority of users access the system either through funding such as Disabled Students’ Allowance (DSA), or Access to work (AtW), or through a place of study or work that already buys Brain in Hand licences for those that need the service.
In those cases, an individual would need to be assessed first, to see whether Brain in Hand would be a good match for their needs. If so, a referral would then be made.
